ໃນ 1921, the New York State Athletic Commission banned the stranglehold, scissors, headlock, and toe hold.

New York promoters Jack Curley and Tex Rickard did not like the new rule. Curley and Rickard feared criticizing the rule because the Commission could fine or ban them from New York.
