Í 1921, the New York State Athletic Commission banned the stranglehold, scissors, headlock, and toe hold.

The commission fell for Billy Sandow’s and Ed “Strangler” Lewis’s promotional tactics in selling the headlock as a deadly wrestling hold.

New York promoters Jack Curley and Tex Rickard did not like the new rule. Curley and Rickard feared criticizing the rule because the Commission could fine or ban them from New York.

Staðinn, an Olympic Champion criticized the ban, which could seriously damage professional wrestling as a spectator sport.
